Facebook Accused Of Reading Users? Text Messages

paper_birdAhead of Mobile World Congress and an appearance by Facebook to explain its next moves in mobile, the social networking giant is coming under increasing strain over its use of users' personal information. Mobile startups and operators are both fretting over the issue this week, as smartphones and the apps that come with them increasingly eclipse the feature phones of old. We've already seen how Path ignited the debate around privacy by uploading iPhone address books to its servers without explicit permission, just as many other apps have done without anyone realizing for some time. Path was by no means the only offender. The latest accusation is being leveled at Facebook. In today's Sunday Times newspaper, published out of London, a story (behind a paywall) alleges that Facebook has "admitted" to "reading text messages" during a trial to launch its own messaging service. Now, given that British Sunday newspapers have a tendency for crying wolf to help copy sales, we're trying to ascertain what the substance of this is.

GOP governors concerned about long primary race

WASHINGTON -- Democratic governors are bullish on President Barack Obama's re-election prospects, citing the improving economy and a Republican nominating contest that has exposed deep divisions in the party's base.

Republican governors insist Obama is vulnerable, but they say they are concerned the prolonged primary race has alienated independent voters and may have badly damaged the eventual nominee.

Democratic enthusiasm and Republican apprehension were both on display at the winter meeting of the National Governor's Association, an annual four-day conference where states' top executives gather to discuss policy and trade ideas on best practices but where politics are always close to the surface.

In interviews, many Democratic governors seemed almost giddy about Obama's chances of winning a second term.

They pointed to the improving employment figures, which have helped raise state revenues after years of painful budget cuts. The national unemployment rate stood at 8.3 percent in January, down from a high of 10 percent in October 2009.

"These Republicans that are running for president, they're so depressing. Cheer up!" Vermont Gov. Peter Shumlin said after Democratic governors left a White House meeting with Obama. "We've got some good news: a great president creating jobs, and governors who are seeing revenues rebound."

Even Democratic governors of some typically toss-up - or "purple" - states, said they like Obama's chances.

"In a purple state people want to see results and they also want to see a level of collaboration and teamwork. I think he is going to win Colorado," the state's governor, John Hickenlooper, said.

Meanwhile, virtually no Republican governors were willing to predict their party's nominee would prevail in November.

Many lamented the drawn-out nature of the nominating process, in which the early front-runner, former Massachusetts Gov. Mitt Romney, has been weakened by the intense scrutiny of his wealth, business practices and shifts on issues as well as the unwillingness of conservative voters to rally behind his candidacy. Many conservatives have coalesced recently around former Pennsylvania Sen. Rick Santorum, Romney's latest strongest rival as the contest moves to primaries in Arizona and Michigan on Tuesday and 10 contests on March 6.

"I don't know anybody who thinks if you started out to design a good process to pick a president you'd choose exactly what we have now," said Indiana Republican Gov. Mitch Daniels, a former White House budget director who explored a presidential candidacy but ultimately decided against a run.

Daniels said he would not consider jumping into the race even if Romney were to lose Michigan. Some Republican leaders have said privately that if Romney does not prevail in Michigan - a state where he was born and grew up and where his father served as governor - the defeat could serve as an opening for a party heavyweight like Daniels to join the field.

Daniels, who has not endorsed a candidate, said he didn't believe a potential Romney loss in Michigan indicated unremitting problems with his candidacy.

"The problem I would worry about, and have all along, is that our side might not offer a bold enough and specific enough and constructive enough and, I would say, inclusive enough alternative to America," Daniels said.

Maine Republican governor Paul LePage suggested the drawn-out negativity of the contest could mean Republicans should reach for a new candidate strong enough to defeat the president.

"If they continue to beat each other up, then maybe we should get somebody unknown to go against Obama. They're damaging themselves," Le Page said. "It's like a marital battle. Somebody's got to apologize."

Tennessee Gov. Bill Haslam, who has endorsed Romney, refused to predict Romney would win Tennessee when voters go to the polls there on Super Tuesday. But he said he felt confident Romney was the strongest candidate to challenge Obama in the general election, in part because he could win unaffiliated voters.

"I think we'll be in for a long election night regardless. I think the race will be close," Haslam said. "That's why it's important for Republicans to do a great job expressing our case and reaching out to independents."

Some Republican governors voiced concern that social issues like contraception and gay marriage had at times eclipsed discussion of the economy in the primary race.

"I do agree those social issues are not as significant as some of the economic and fiscal issues that really threaten our way of life," South Dakota Gov. Dennis Daugaard said, saying he was worried the debate over such issues might alienate uncommitted voters.

Contraception emerged as a hot button issue last month after the Obama administration announced it would require church-affiliated employers to include birth control as part of an employee's health insurance coverage. The decision drew outrage from Catholic bishops and other religious leaders, and Obama eventually retooled the requirement to say health insurers, not the religious groups themselves, must pay for the coverage.

Many Republicans, including the leading presidential candidates, slammed Obama for what they called government infringement on religious liberty. But their hard line risked making the candidates look as though they were anti-birth control - particularly Santorum, a devout Roman Catholic who has said he believes contraception is harmful to women.

The problem was further compounded when Virginia Gov. Bob McDonnell, a rising Republican star widely considered a contender for the vice presidential nomination, backed a controversial bill that would have required women undergo a vaginal ultrasound before receiving an abortion.

McDonnell backed down this week, asking the bill's sponsors to require a less invasive ultrasound procedure instead. But the controversy drew national attention and scorn from women's groups.

Pennsylvania Republican Gov. Tom Corbett said he wasn't concerned that social issues had become part of the presidential campaign, saying such topics are top concerns for many Republican voters. But Corbett, who hasn't endorsed a primary candidate, said the discussion would shift once a nominee is chosen.

"It will be the economy, the economy, the economy and it will be jobs, jobs, jobs. And I think that's exactly where it should be," Corbett said.

Libya and France boost military cooperation

TRIPOLI, Feb 26 ? Libya and France have agreed to look into boosting maritime security and controlling the North African country?s borders, their defence ministers said yesterday.

On a visit to Tripoli, French Defence Minister Gerard Longuet met his Libyan counterpart Osama al-Juwali to discuss the issues and sign a letter of intent to boost cooperation.

Foreign states are worried about the Libyan interim government?s capacity to secure its Mediterranean coast, which could be used as a gateway into Europe for arms traffickers, al Qaeda insurgents and illegal migrants.

The Libyan conflict has also created new problems for the fragile region to its south.

Regional governments have warned that instability in Libya after the end of Muammar Gaddafi?s rule is allowing weapons taken from Gaddafi?s arsenal to fall into the hands of al Qaeda?s north African branch and other insurgent groups across the Sahara desert.

?Libya?s strategic position joining Africa with the Mediterranean makes it an exposed territory. We have decided to put in a place a working Franco-Libyan committee to look at all these points,? Longuet told a joint news conference.

?This will bring together military staff, engineers, technicians and diplomats who will work on these issues. Cooperation between Libya and France is a long-term project.?

Two French warships arrived at Tripoli?s port last month carrying navy crewmen to train the Libyan navy and help demine oil ports. The ministers said a number of Libyan divers would be trained by France.

Juwali thanked France for the leading role it took in backing last year?s rebellion against Muammar Gaddafi?s rule.

?The cooperation between France and Libya is developing day by day,? he said. ?They have expressed their readiness to give us the necessary technical advice to secure our borders.?

In December, French army chief of staff Admiral Edouard Guillaud said France was ready to offer military training to Libya and was examining ways to boost its co-operation with the new government.

Red Tape: 'Facebook score' to screen employees?

You already have an "insurance score." You have an "Employment Credit Score."? There's even a "MedFICO," which attempts to predict whether you?ll actually pay your doctor?s bills.? Now that a "Facebook score" has been invented, ?I expect a "Grocery Habits score" and a "Music Taste" score to arrive any time now.

These scores probably hurt you more than help you, and in ways that are kept secret from you.? To borrow a phrase from today's big pop-culture story, American businesses are suffering from "Score-sanity."? And you are suffering the consequences.

In case you missed it, researchers at three U.S. colleges say they've figured out a way to predict future job success by scoring applicants' Facebook profile pages. This wasn't a mere exercise in finding embarrassing college photos. The profs created five categories that map to character traits which often lead to success at work: Conscientiousness, emotional stability, agreeableness, extraversion and openness. Then, people were boiled down to a "personality score," which may as well be called a Facebook score.? Surprise! The score did a decent job of mapping to employee reviews six months later.

Donald Kluemper, a management professor at Northern Illinois University, said he doesn?t want human resources departments to begin using Facebook scores, which have so far been tested on only 56 people. But as my colleague Eve Tahmincioglu said so well, "It may be hard to put the Facebook personality cat back in the hiring bag."


We already know that U.S.-based hiring managers routinely browse Facebook while screening applicants (something that is illegal in Germany). A scoring system that automates that process, and promises to take human error out of it, will be just too tempting.?

Today is not the day to debate the wisdom of the ?Moneyball-ization? of America, the wisdom of our newfound romance with everything and anything that fits into a database.? My main concern with Facebook scores -- as it is with insurance scores -- is the lack of transparency. Odds are that you pay more for your auto insurance than you should if your credit score is low. How much more? No one knows, because the U.S. Supreme Court has ruled that auto insurance companies don't have to tell you. Insurers have decided that credit scores are a good predictor of future insurance claims, and punish drivers based on that.? But they don't have to tell them what the low-score penalty is.

Soon, some workers will face mysterious troubles getting past the first round of interviews, and have no idea why.? The cause could be an embarrassing photo in a social media profile. But based on this new research, it could that they don't discuss classic literature often enough in their timeline, or they don't have 700 friends.?

Study after study shows that while Americans claim to care about privacy, they don't.? Fewer than 10 percent change their behavior in an attempt to preserve their privacy; another ?third essentially believe: "I have nothing to hide so why should I care?"?

Your Facebook score is the answer.

Professor Daniel Solove of George Washington University, who studies the intersection of privacy and policy, has found that most young Facebook users aren't worried about the things they post online because they have a naive faith that it won't hurt them later in life.? They believe no hiring manager would hold some random Tweet against them. They are wrong.? An HR department facing a stack of 100 resumes for one job would love a numerical tool that could automatically whittle the pile to five or six.? HR departments already do some of this whittling based on credit scores.

When young people tell me they have nothing to hide, I often ask them about their music ?tastes. Most use iTunes, and increasingly use subscription services like Spotify.?These firms know everything about their music tastes.? It is a very small leap to imagine these companies selling this data to employment background firms, which might then find a correlation between the bands that subjects listen to and their likelihood they'll habitually be late to work. Suddenly, a private allegiance to Megadeth could become a debilitating problem for an innocent worker who would have no idea why the rejection letters won't stop.

"No fair," folks often reply.

"But quite legal," I respond. Due to a quirk in the law (thanks to a very embarrassing Supreme Court nomination proceeding for Robert Bork), video rental records cannot be shared and sold in this manner. Thank God, otherwise Netflix would have done this long ago.? Maybe that's a good thing. To be fair, some people with higher credit scores do pay less for auto insurance because of this system. We can bicker about the wisdom of data mining and correlations. But we can't bicker about this: None of this is transparent.? No laws are in place to make sure this is fair.? No one has debated the wisdom of allowing social network activity to influence employment prospects (while other societies have decided against it). And most important, no one has made the rules clear for consumers.

There is a model for this.?In the credit world, when consumers are denied a loan because of a low credit score, they are entitled to receive a "notice of adverse action." They are also entitled to see a copy of the credit report used in the decision.? Now is the time to think about regulations to ensure such consumer rights in this even-expanding world of "Score-sanity."? If someone's job prospects are hurt by the number of Tweets they publish on the New York Yankees, they should know. They should be entitled to a copy of their "Facebook Score" and the report that goes with it.?

I know companies which create such reports view them as proprietary, as the secret sauce they sell, and they fear that if consumers learn how the system works, they'll try to game the system. Tough. We?re talking about lives and livelihoods here.?

Thousands of Afghans protest Quran burning

Thousands of Afghans rallied outside a U.S. military base over a report that foreign troops had improperly disposed of copies of the Quran, including some being burned. NBC's Natalie Morales reports.

Updated at 10:35 a.m. ET: KABUL, Afghanistan?-- Afghan demonstrators used slingshots and?fired guns in the air?while U.S. helicopters responded?with flares, after thousands of?angry people?gathered Tuesday to protest the alleged burning of copies of the Quran at the main U.S. military base in Afghanistan.?

The demonstrators ? shouting "Die, die, foreigners!" ? started gathering outside Bagram airbase, an hour's drive north of the capital Kabul, in the morning after learning of the incident.?


The top NATO general in Afghanistan, General John Allen, ordered an investigation, offered "sincere apologies"? and said any improper handling of the Quran was "NOT intentional" in a written statement.

A military official with knowledge of the incident told The Associated Press?Tuesday the Muslim holy books had been removed from a library at a nearby detention center because they contained extremist messages or inscriptions. He said it appeared the Qurans and other Islamic readings were being used to fuel extremism,?with detainees apparently were leaving notes for one another inside them.

The official, who did not want his nationality disclosed, spoke on condition of anonymity because he was not authorized to discuss the incident.

Photographs taken by the AFP news agency outside the airbase, showed people firing slingshots and others holding charred copies of the Quran, Islam's holy book.

"There are about 2,000 to 3,000 demonstrators, throwing stones at the base and chanting down with the foreigners," Rahman Sayedkhili, a senior police officer in Parwan province, where Bagram is located, said.

'Very angry'
A Reuters reporter at one of Bagram's gates said flares were fired from U.S. helicopters in a bid to disperse the crowd.

"The people are very angry. The mood is very negative," Zia Ul Rahman, deputy provincial police chief, said. "Some are firing hunting guns in the air, but there have been no casualties."

Police said a similar protest on Tuesday just east of Kabul ended peacefully.

Roshna Khalid, the provincial governor's spokeswoman, said?Qurans?were burned inside Bagram, citing accounts from local laborers.

"The laborers normally take the garbage outside and they found the remains of Qurans," she said.

Latest killer of Afghan children: Hunger

Ahmad Zaki Zahed, chief of the provincial council, said U.S. military officials gave him about 30 Qurans and other religious books that were recovered before they were destroyed.

"Some are burned. Some are not burned," Zahed said, adding that the books were used by detainees once incarcerated at the base.

The materials were in trash that two soldiers with the U.S.-led coalition transported in a truck late Monday night to a pit where garbage is burned on the base, according to Zahed, who spoke with five Afghans working at the pit.

He said that when the workers noticed the religious books in the trash, they stopped the disposal process.

Public relations disaster?
Allen attempted to contain fury over the incident, which could be a public relations disaster for the U.S. military as it tries to pacify the country ahead of the withdrawal of foreign combat troops in 2014.

"When we learned of these actions, we immediately intervened and stopped them. The materials recovered will be properly handled by appropriate religious authorities," said General John Allen, head of the International Security Assistance Force (ISAF), in a written statement, as well as in a video released on a U.S. military website.

"This was NOT intentional in any way," his written statement said.

Bagram also houses a prison for Afghans detained by American forces. The center has caused resentment among Afghans because of reports of torture and ill-treatment of suspected Taliban prisoners, with President Hamid Karzai demanding the transfer of prisoners to Afghan security.

NYT: Afghan girls pay price for elders' misdeeds

Allen did not provide details on the incident.

Winning the hearts and minds of Afghans is critical to U.S. efforts to defeating the Taliban, but critics say Western forces often fail to grasp Afghanistan's religious and cultural sensitivities.

"I offer my sincere apologies for any offence this may have caused, to the president of Afghanistan, the government of the Islamic Republic of Afghanistan, and most importantly, to the noble people of Afghanistan," Allen added.

Protests raged for three days across Afghanistan in April last year after a U.S. pastor burned a Quran in Florida. Eleven people were killed when demonstrators stormed a U.N. compound in the northern city of Mazar-i-Sharif, including seven foreign U.N. workers. Another riot in the southern city of Kandahar left nine dead and more than 80 wounded.
